McHugh makes 5 points regarding the defective blocks crisis.
1 - Not having facilitators immediately on the ground in Donegal to disseminate information is toture for his constituents
2 - The retrofit scheme and defective blocks scheme has to work in unison
3 - Engineering fees have to be paid back as a matter of urgency
4 - The 17% holding back on the payment is too high
5 - The Dept made an error when it excluded homeowners when it drew up terms of reference with the SCSI. Can the homeowners be part of the terms of reference
Noonan said SCSI will be independent in its work but "in the interest of fairness", it engaged with the Department on the matter.
Noonan said that the SCSI has agreed to hear a submission from homeowners on construction costs in the north west.
McHugh said that this "independence" has been tarnished by what has happened in the last 2 weeks.
McHugh said a definitive timeline is needed to avoid further delays.
Noonan said that foundations are being considered as part of the NSAI's review of the IS 465 standard.
Amongst other things, the expert group will adise the Minister on the "damage threshold for entry into the scheme".
